In cases where an apartment owner has not made payment to the promoter or the committee any amount payable for the collective expenses, the promoter or committee may, until the due amount is
paid, withhold the use of any of the collective areas and facilities as well as restricted collective areas and facilities being used by such apartment owner or suspend the transfer of such apartment to any person in whatsoever
manner.
